The meeting was opened with the Pledge of Allegiance and an opening prayer by Bishop Black.
Minutes were read from the last meeting held on
January 16, 2003 .

Treasurer’s Report:  Tom Miller reported we have a balance of $3,931.37 in the treasury.  Tom reviewed some of the upcoming expenses for 2003 as follows:
Insurance $200 Website Maint.: $500/Website Fee (monthly)  $25  
Old Business:
Ceremony - June 19, 2003 to be held at 6:00PM . Jim Ott stated he’s making the same arrangements with the Blair County Courthouse for the ceremony with back-up arrangements at the church if the weather requires another location.  He also stated chairs and audiobox will be provided same as last year.   Tom Miller spoke with Trudy White from Judge D. Brooks Smith’s office and stated Judge Smith will be in New York on that date and unable to attend the ceremony.   Jim Ott has issued a letter requesting Senator Jubelirer to speak at the ceremony and he’s waiting for a response regarding his availability.     Tom Miller will confirm the BCLEOMF has the non-profit status 501(C).3 with Attorney Reese. Jim Ott will inquire about the tax-exempt status with a certified public accountant. February 20, 2003 ……continued

New Business:
Chief Ray Moss: Update on the Corporate Sponsorship List from Family Services.
Ray suggested using a standardized letter to include the non-profit status and listing the website. He will create a sample letter on BCLEOMF letterhead and have it ready for the next meeting. Mike Hoover suggested also including the local law firms in our mailing requesting sponsorships.
It was also suggested to contact the Crown America, Corp./Logan Valley Mall and the Fraternal Order of Police (F.O.P.) in Hollidaysburg for sponsorships. Also, Patty Sheetz has been supportive of the Foundation in the past and may be willing to continue her support by making a donation in 2003. Richard Brantner announced this will be Pastor Black’s last meeting because he will be moving to California .  He thanked Pastor Black for the continued support of the Foundation and he will be missed.  Pastor Black thanked everyone and mentioned it has been an honor to work with those involved with the Foundation.  Since Pastor Black will be unable to fulfill his duties as Chaplain for the BCLEOMF for the remainder of 2003, Mike Hoover made a suggestion to request Monsignor Flynn from the Diocese of Altoona/Johnstown to fill the vacancy.  Msg. Flynn works at the Logan Blvd. location in Hollidaysburg. 
MOTION: Ray Moss         SECOND: Bobby Hoover  Terry Lingenfelter announced the Flag Raising Ceremony to be held on April 1, 2003 @ 9:30AM at the Memorial site.  It was suggested that there be Police Department representation at the flag raising ceremony and to send a letter to the Chief’s and their respective departments to attend.

Along with the flag raising, there will be a media kick off for Dave Pelzer's program's to be held on
May 6-7-8, 2003.  Dave Pelzer is an award-winning author and was one of the worst child abuse cases in California 's history. His first book, A Child Called “It”, describes his experiences, and is still a best seller. This is his second time to the area and has been well received. The Lytle Group and Lytle Behavior Health and Blair County Children and Youth coordinate his visit. This year we hope to utilize the Jaffa to enhance his presentations to students and allow him to touch more children.  Although he talks about his experiences, he is more of a motivational speaker.  There will also be a scheduled public forum which had a standing room only crowd at the Altoona High School during his last visit. May 6-7-8 will be his activity dates in the Altoona area this year. His other books include The Lost Boy, A Man Named Dave and Help Yourself.   Tom Miller mentioned the discarding of cigarette butts at the Memorial Site.  He suggested if anyone is in the area of the site and notices the need for upkeep at the site to please notify someone with the BCLEOMF.  The Blair County Commissioners are to be contacted by letter about possibly helping with the maintenance of the site grounds.  Chief Shiffler will suggest a resolution at the next Hollidaysburg Borough meeting regarding the cigarette butts being tossed on the grounds of the Memorial site.
MOTION: Dave Burchfield, Sr.        SECOND: Richard BrantnerJim Ott mentioned the site had been maintained in 2002 by donations from A&M Greenhouse (shrubbery) and Sunset Landscaping (mulch).
